somehow i got disconnected from the server and it keeps saying refused to connect

The server is just offline, OnehungryWater will probably fix it next time he is on.

yeah. but i mean ive been droped from the game and id haft to wait for a few minuits before i could get back on

Its normal with minecrafts SMP. You just reconnect and go about your business.
(I may have also been configuring the server at the time)
